The Delhi high court on Friday restrained the Centre from taking any coercive steps to make telecom firms Vodafone and Idea Cellular pay the penalty slapped on them for providing 3G intra-roaming services outside their licensed circles. The Department of Telecommunications had issued notices to Vodafone and Idea Cellular asking them to pay penalties of `550 crore (11 circles) and `300 crore (six circles), respectively.
